Permits the filing and service fee for drilling or treating oil and gas wells to increase temporarily to a maximum of $2,500, effective upon passage, then reduce back to $100 on July 1, 2017.

Establishes a comprehensive fee schedule for various oil and gas applications ranging from $500 to $2,500, including permits to drill ($2,000), deepen ($500), treat ($1,000), and construct pits ($1,500).

Adds fees for specialized applications such as directional drilling ($1,000), exceptional well locations ($1,300), spacing unit changes ($1,300), integration orders ($1,300), and unitization orders ($1,300).

Creates tiered seismic operations permit fees based on survey size: $800 for less than 12 miles of 2D survey, $2,000 for 12-24 miles of 2D or up to 72 square miles of 3D survey, and $2,500 for larger surveys.

Requires all collected fees to be remitted to the state treasurer for deposit in the Oil and Gas Conservation Fund to pay costs and expenses for administering and enforcing oil and gas conservation laws.
