Establishes the "Idaho Limited Convention Act" to govern Idaho's participation in an Article V constitutional convention if Congress convenes one after receiving applications from 34 states.

Requires Idaho's 7 delegates (2 appointed by House, 2 by Senate, 3 jointly) to take an oath prohibiting votes on amendments outside the scope of Idaho's application to the convention.

Provides that any delegate vote on unauthorized amendments shall be null and void, with automatic revocation of that delegate's credentials and replacement by an alternate.

Directs delegates to advocate for convention rules limiting discussion to amendments within the scope of applications and requiring the convention to dissolve immediately after final votes on authorized amendments.

Requires Secretary of State certification of each delegate after oath-taking and compensates delegates according to existing state law provisions.
