Amends Idaho Code Section 49-102 to define "agricultural products" as activities related to farming crops, raising livestock, and forestry operations including timber harvesting and logging.

Removes language from Section 49-1001 relating to refuse or sanitation truck operations and establishes new weight allowance provisions in subsection (10) for refuse/sanitation trucks owned or operated by cities, counties, or state agencies.

Allows refuse/sanitation trucks with single rear axles to carry up to 24,000 pounds on the rear axle when authorized by the governing public highway agency, excluding federal interstate and defense highways.

Requires owners or operators of eligible refuse/sanitation trucks to pay an annual operating permit fee not to exceed $50.00 per truck to each public agency governing the highways, though agencies may waive the fee.

Amends Section 49-1011 to permit refuse/sanitation trucks owned by, under contract to, or under authority of a city, county, or state agency to operate up to 2,000 pounds in excess of established weight limits on non-interstate highways.
