Changes Idaho Code Section 54-827 to replace "permit" language with "registration" terminology for authorization to practice, demonstrate, or teach cosmetology.

Establishes four categories of registration: licensee education or demonstration events (maximum 30 days), student or apprentice education or demonstration events (maximum 7 days), charitable practice events (maximum 30 days with no compensation), and limited practice for compensation outside licensed establishments (maximum 48 hours).

Requires registrants to file a registration form with the board instead of obtaining a temporary permit from the board or its designated agent.

Exempts facilities or locations used for cosmetological services under a registration from licensed establishment requirements, but requires compliance with board-established inspection and sanitation rules.

Maintains existing restrictions that public members cannot be charged for services under charitable practice registrations and specifies that students, apprentices, and instructors cannot be compensated for charitable services.
