Establishes three tiered postsecondary credit scholarships for Idaho public high school and charter school graduates: $2,000 for 10+ credits earned, $4,000 for 20+ credits earned, and tuition and fees coverage for associate's degree holders.

Scholarships are distributed quarterly over semesters of full-time attendance and must be used within four years of high school graduation at publicly funded Idaho institutions of higher education.

Requires students to receive an academic merit-based scholarship of equal or greater value, attend Idaho public schools full-time the year before graduation, and maintain passing grades of at least 12 credits per semester (except the first semester).

Allows scholarship funds to cover room and board if other scholarships cover 100% of tuition and fees, at the institution's discretion.

Directs the state board of education to distribute funds directly to institutions and report annually by January 15 to education committees on scholarships awarded and total moneys distributed.
