• Amends Section 33-3404 of Idaho Code regarding the Idaho Bureau of Educational Services for the Deaf and the Blind board of directors

• Board consists of 8 members: specialized/certified personnel, director of special education, 2 at-large citizens, parent of deaf/hard of hearing or blind/visually impaired student, citizen who is deaf or hard of hearing, citizen who is blind or visually impaired, and state superintendent of public instruction (chair)

• Governor appoints 7 members for 3-year terms with staggered initial terms of 1-3 years depending on position; state superintendent serves as chair concurrent with their elected term

• Voting members limited to 2 consecutive full terms; members appointed to fill vacancies serve only the unexpired portion of the previous member's term

• Declared an emergency measure effective immediately upon passage and approval
