Establishes the Idaho Telehealth Access Act as Chapter 56, Title 54 of Idaho Code to regulate telehealth services delivered through electronic communications, information technology, asynchronous transfers, or synchronous interactions between providers and patients.

Requires providers to be properly licensed, maintain established provider-patient relationships (except in emergencies or specific circumstances), and comply with Idaho community standard of care in all telehealth services.

Mandates providers obtain and document patient clinical history and current symptoms before treatment, prohibits treatment based solely on online questionnaires, and requires two-way audio and visual interaction to establish new provider-patient relationships.

Permits prescription drug orders through telehealth services within provider scope of license, except controlled substances must comply with federal law and no drugs may be prescribed to cause abortion.

Requires providers to maintain HIPAA and HITECH-compliant medical records, ensure informed patient consent, provide continuity of care and follow-up, and grants state licensing boards authority to enforce compliance and impose discipline.
