Revises penalty for placing debris on highways from original language to establish an infraction punishable by a fine not exceeding $150 for first offense.

Establishes tiered penalties for highway debris violations: second conviction within 2 years is an infraction with fine up to $300; third conviction within 3 years is a misdemeanor with fine up to $1,000 and up to 30 days jail time.

Changes placing debris on public or private property from a misdemeanor to an infraction as a first offense, punishable by fine not exceeding $1,050.

Establishes escalating penalties for debris on property violations: second conviction within 2 years is an infraction with fine up to $300; third conviction within 3 years is a misdemeanor with fine up to $1,000 and up to 30 days jail time.

Authorizes courts to order 8-40 hours of supervised public service for cleanup of debris on public property or private property (with owner consent) for violations on property.
