Requires political treasurers for candidates and political committees to notify the Secretary of State in writing within 48 hours of receiving any contribution of $1,000 or more after the sixteenth day before, but more than 48 hours before, any primary or general election.

Notification must include the name of the candidate, political committee or measure, identification of the contributor, and the date and amount of the contribution.

These contributions must still be reported in the postelection report in addition to the 48-hour notification requirement.

Maintains existing reporting deadlines for candidates and political committees, including reports 7-14 days before elections and 30 days after elections.

Permits reports to be filed by electronic facsimile transmission or other electronic means as approved by the Secretary of State.
