Plans must include clear measurable targets, vision and mission statements, key performance indicators, and reports on progress toward previous year's improvement goals.

Changes plan review and update deadline from August 1 to October 1 annually, with initial adoption by September 1 for the 2014-2015 school year.

Allocates up to $2,600 per school district and public charter school for training superintendents, administrators, and boards on continuous improvement processes, strategic planning, finance, evaluations, ethics, and governance.
