Amends Idaho Code Section 45-805 to establish liens for persons performing repairs, labor, towing, storage, or providing materials and supplies for registered motor vehicles, and for rental of parking space.

Requires lien claimants to provide written notice to registered and legal owners before performing repairs exceeding $100, with a standardized form included in the statute.

Lien claimant must provide notice at least 3 days before commencing service; if owner does not object within 3 days, the lien attaches as a superior lien over prior perfected security interests.

If liens remain unpaid within 60 days after work completion, the lien claimant may conduct a public sale after giving 10 days' notice and notifying the owner and security interest holders.

Sale proceeds must first discharge any prior perfected security interests, then the lien created by this section and costs, with any remainder paid to the vehicle owner.
