State board of correction shall pay counties a minimum rate of $45.00 per day per inmate for housing state-sentenced prisoners, including probationers and parolees committed under section 20-219(7)(b), Idaho Code.

State board of correction shall pay for all ordinary and necessary medical and dental expenses of state prisoners housed in county jails.

State and counties share pro rata responsibility for property damages or personal injuries arising from housing state-sentenced prisoners based on their respective negligence or wrongful conduct.

County sheriffs must bill the department of correction at least every 60 days, and the department must pay bills within 60 days of receipt.

Legislature shall appropriate sufficient funds annually to the department of correction to make all required county payments, and germane committees shall review housing costs every three years beginning in 2004.
