Amends Idaho Code Section 67-6504 to allow county boards to appoint planning and zoning commission members from within a city's area of impact when unable to find qualified applicants outside those boundaries.

Requires that if a vacancy occurs for a commission member residing outside any city's area of impact, the governing board must first publicly notice the vacancy and solicit applicants from outside the city's area of impact before considering appointments from within a city's area of impact.

Mandates that any appointment occurring within a city's area of impact must occur on a rotating basis between all the cities' areas of impact in the county.

Maintains the requirement that at least one-half of commission members appointed by the county board chairman must reside outside the boundaries of any city's area of impact, with the new provision allowing flexibility when sufficient outside applicants cannot be found.
