Enacts the Interstate Medical Licensure Compact to streamline physician licensure across multiple member states while complementing existing state medical board authority and maintaining state regulatory jurisdiction.

Establishes eligibility requirements for physicians to obtain expedited licenses, including graduation from accredited medical schools, passage of USMLE or COMLEX-USA exams within 3 attempts, completed graduate medical education, and no history of criminal convictions or license discipline.

Creates the Interstate Medical Licensure Compact Commission comprised of two voting representatives per member state to administer the compact, promulgate rules, maintain a coordinated database of licensed physicians, and enforce compliance.

Becomes effective and binding upon legislative enactment by at least 7 states; member states may withdraw with 1 year notice and the compact dissolves if membership reduces to one state.

Requires member boards to report disciplinary and investigatory actions to the commission and allows automatic suspension of licenses in other member states for 90 days when discipline occurs in any member state.
