Amends Section 41-6105, Idaho Code, to require health carriers participating in the exchange to make specific plan information available to users

Required plan information includes prescription drug coverage with restrictions and cost sharing, out-of-pocket expenses, network providers, out-of-network coverage, and appeal rights

Information must be provided in a simple and concise manner as prescribed by exchange rules

Information must be made available prior to the open enrollment period for 2016 and thereafter

Makes a technical correction to existing exchange authority provisions
