• Expands ambulance district definition to include provision of community health emergency medical services alongside traditional ambulance transport and emergency medical services.

• Adds new definitions for "community emergency medical technician," "community paramedic," and "community health emergency medical services" to enable EMS personnel to provide preventive care and treatment outside hospital settings under local medical control.

• Authorizes licensed emergency medical services personnel to perform community health emergency medical services under written or oral authorization of a licensed physician.

• Establishes liability immunity for persons providing community health emergency medical services done in good faith, limiting liability to cases of reckless or grossly negligent misconduct.

• Directs the Idaho Emergency Medical Services Physician Commission and EMS Bureau to promulgate rules governing community health emergency medical services programs in Idaho.
