Requires health insurers offering prescription drug coverage to permit and apply prorated daily cost-sharing rates for prescriptions dispensed by network pharmacies for less than 30 days' supply when indicated by prescriber or pharmacist for medication synchronization or patient benefit.

Prohibits insurers from denying coverage for drugs prescribed to treat chronic illnesses when dispensed according to a synchronization plan agreed upon by the patient, practitioner, and pharmacist.

Requires dispensing fees to be calculated exclusively on the total number of prescriptions dispensed rather than using payment structures that prorate fees based on days' supply of medication.

Applies to health care policies providing prescription drug coverage that are delivered, issued for delivery, continued, or renewed in Idaho on or after January 1, 2017.
