Amends Idaho Code Section 40-507 to authorize nonprofit anti-human trafficking organizations to place posters and signs in or around safety rest areas along state and interstate highways.

Requires posters and signs to be at least 8.5 by 11 inches in size, tamper and vandalism resistant, and contain toll-free telephone numbers and emergency contact numbers for human trafficking victims, including the National Human Trafficking Resource Center and Idaho's crime victims advocacy office.

Permits posters and signs to include text in multiple languages and requires all costs for signs, installation, and maintenance to be covered by the nonprofit organizations placing them.

Allows temporary installation permits to include a memorandum of understanding (MOU), encroachment permit, or special event permit, with costs normally borne by the requesting organization.

Defines key terms including "emergency contact numbers" (24/7 toll-free hotline operated by nonprofit organization), "human trafficking" (illegal movement of people for forced labor or commercial sexual exploitation), and "safety rest area" (roadside area with restrooms and motorist facilities).

Declares the act effective immediately upon passage and approval.
