House Bill 184 - Beer Law Clarifications

• Revises the definition of "certificate of approval" in Section 23-1001 to clarify that it applies to persons located outside Idaho who sell beer to wholesalers or brewers (removes reference to "or" before "brewers").

• Updates Section 23-1003 to replace outdated pronouns and terminology with gender-neutral language throughout provisions regarding brewer, dealer, and wholesaler licenses.

• Clarifies that small brewers producing fewer than 30,000 barrels annually may obtain retail licenses to sell their products at the brewery or one remote retail location without needing a separate wholesaler license.

• Allows small brewers under the 30,000 barrel threshold to obtain a brewer's pub license to sell products by individual bottle, can, or glass at their licensed brewery or one remote location.

• Permits brewers with retail or pub licenses to also be licensed as wholesalers to sell beer produced by their brewery to other retailers, subject to all applicable wholesaler regulations.
