Amends Section 49-402 of Idaho Code to add a reference to Section 49-420N regarding pet friendly license plates.

Creates new Section 49-420N establishing a pet friendly license plate program available to vehicle owners with registered vehicles weighing 26,000 pounds or less.

Sets initial plate issuance fee at $35.00 and annual renewal fee at $25.00, in addition to regular registration fees; $13.00 of each fee deposited to state highway account for program administration.

Directs $22.00 from initial fees and $12.00 from renewal fees to Helping Idaho Dogs, Inc. to fund spay and neuter services for low-income residents and support animal shelter relief efforts.

Allows plate design to be determined by Idaho Transportation Department with approval from Helping Idaho Dogs, Inc., with initial design costs paid by that organization.
