Establishes city initiative and referendum elections on the Tuesday following the first Monday in November in odd-numbered years.

Creates Section 34-1801B to codify initiative and referendum procedures for cities, including signature requirements of at least 20% of qualified electors from the last general city election.

Requires city attorney to prepare ballot titles and recommendations, with city clerk performing duties assigned to the secretary of state and county clerk verifying signatures.

Repeals Section 50-501 (relating to city elections) and amends Section 50-802 to reference the new Section 34-1801B for initiative petition procedures.

Voids all city ordinances setting forth initiative or referendum procedures as of July 1, 2015, and exempts bond elections from the new procedures.
