Requires state agencies, counties, cities, school districts, irrigation districts, drainage districts, highway districts, and other taxing subdivisions to have public works plans, specifications, estimates, and construction reviewed by a professional engineer when public health or safety is involved.

Exempts public construction, reconstruction, maintenance, and repair or replacement work projects costing less than $10,000 from professional engineer requirements if performed by public agency employees.

Exempted projects must follow standards certified by a professional engineer and adopted by the public agency's governing body, including Idaho standards for public works construction and any supplements.

Requires a professional engineer determination that exempted work does not represent a material risk to public health or safety.
