House Bill No. 240 Summary

• Appropriates $2,103,501,600 to the Department of Health and Welfare for Medicaid programs for fiscal year 2016 (July 1, 2015 through June 30, 2016), distributed across four main programs: Medicaid Administration and Medical Management, Coordinated Medicaid Plan, Enhanced Medicaid Plan, and Basic Medicaid Plan.

• Authorizes no more than 208 full-time equivalent positions for the Medicaid Administration and Medical Management Program during fiscal year 2016, with any increased positions requiring specific authorization by the Governor and notification to the Joint Finance-Appropriations Committee.

• Prohibits transfer of trustee and benefit payments funds to other expense classes, but allows transfers in excess of 10% among the four Medicaid programs (Coordinated, Enhanced, Basic, and Administration/Management) during fiscal year 2016.

• Requires monthly Medicaid tracking reports comparing budgeted to actual expenditures and biannual managed care implementation progress reports to the Legislative Services Office and Division of Financial Management, with the first report due by December 31, 2015.

• Requires annual reports describing the need for additional dedicated receipt authority to be held in reserve and used in lieu of General Funds when noncognizable receipts are received by the department.
