Appropriates $12,492,400 to the Commission on Aging for fiscal year 2016 (July 1, 2015 through June 30, 2016), comprised of $4,494,700 from the General Fund and $7,997,700 from the Federal Grant Fund.

Limits the Commission on Aging to a maximum of 13 full-time equivalent positions during the fiscal year 2016 period, unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee for any increased positions.

Requires the Audit Division of the Legislative Services Office to conduct a management review of the Idaho Commission on Aging for state fiscal years 2014 and 2015, evaluating compliance with budget laws and accounting procedures.

Directs the management review to analyze revenues and expenditures for region 3 local planning and service area operations and evaluate the state funding distribution formula, identifying potential impacts of formula changes and steps needed to implement changes.

Authorizes the Audit Division to compare region 3 operations to other local planning and service areas in Idaho for compliance, consistency, and conformity to state and federal laws.
