Requires state and local government entities (counties, cities, school districts, irrigation districts, drainage districts, highway districts, and other tax-levying subdivisions) to have public works involving public health or safety prepared by and reviewed by a professional engineer.

Exempts public construction, reconstruction, maintenance, and repair work governed by chapter 12, title 42, Idaho Code from professional engineer requirements.

Exempts projects costing less than $10,000 in total cost that are performed by public agency employees and comply with standards certified by a professional engineer and adopted by the agency's governing body, including Idaho standards for public works construction.

Requires a professional engineer to determine that exempted work under the $10,000 threshold does not represent a material risk to public health or safety.
