Dedicates remaining state general fund balance up to $120,000,000 to the highway distribution account by appropriation in fiscal year 2017, after the joint finance-appropriations committee completes budget setting for specified expenditure categories.

Beginning in fiscal year 2018 and each year thereafter, dedicates state general fund revenues to the highway distribution account in an amount equal to what was appropriated in fiscal year 2017.

Excludes 12 categories of state general fund expenditures from the dedication requirement, including benefit changes, inflationary adjustments, employee compensation changes, public school salary increases, Medicaid utilization, and corrections growth.
