Creates Chapter 37 of Title 49, Idaho Code, establishing the "Transportation Network Company Services Act" to regulate TNC services and promote safety, reliability, and cost-effectiveness within Idaho.

Defines TNCs as entities using digital networks to connect passengers with drivers, clarifying they are not common carriers, taxicabs, or for-hire vehicle services and do not require commercial vehicle registration or commercial driver's licenses.

Requires TNCs to maintain an Idaho agent for service of process, implement zero-tolerance drug and alcohol policies with immediate driver suspension upon complaint, and maintain trip records for 2 years and driver records for 1 year after deactivation.

Establishes driver eligibility requirements including criminal background checks, driving history reviews, minimum age of 19 years, and disqualifications for convictions within 7 years of DUI, fraud, sexual offenses, violence, or more than 3 moving violations in 3 years.

Prohibits cash payments (electronic payment only), street hails, and discrimination; requires fare transparency, disclosure of driver photos and vehicle license plates before pickup, and wheelchair-accessible service provisions or referrals.

Preempts all local taxes, licenses, and operational requirements for TNCs, ensuring exclusive state regulation.
