Amends, repeals and adds to existing law to revise the transfer fee imposed on petroleum products and to provide alternate means of distribution of transfer fees; to revise registration fees; to revise certain permit fees; to provide for criteria relating to registration; to provide for electric vehicle and hybrid vehicle fees; to provide for the transfer of certain General Fund collections to the Budget Stabilization Fund and the Transportation Infrastructure Fund and to provide for the Transportation Infrastructure Fund; to provide for appropriation of General Fund moneys into the GARVEE Debt Service Fund; to revise the tax imposed on motor fuel; and to revise provisions regarding the distribution of tax imposed on motor fuel.
