Establishes an at-home school readiness pilot program allowing the state department of education to contract with an early education technology provider for home-based literacy and numeracy instruction.

Requires the provider to deliver computer-assisted individualized instruction in reading and mathematics fundamentals, a multisensory remedial reading tutorial, and a validated computer adaptive reading assessment.

Mandates the provider loan computers, peripheral equipment, and internet services to families at or below 185% of the federal poverty level who lack them during program participation.

Provider must submit annual reports to the state department of education and legislature detailing program accomplishment, participant numbers, usage rates, technical obstacles, parental satisfaction, and performance comparisons between participants and nonparticipants on kindergarten reading assessments.

Allows program funding to be combined with grants, donations, and other public or private funding sources, and permits use of pay for success contracting; program sunsets on July 1, 2020.
