School districts experiencing a 3% or more decrease in average daily attendance may request a written exemption from the State Department of Education by September 30 of the school year to avoid funding reductions.

School districts that do not request an exemption from the attendance decrease provision are subject to the reduction provisions for a mandatory period of five (5) years beginning September 30 of the year the exemption was not requested.

The funding reduction, when applied, distributes the attendance decrease proportionately among appropriate support unit categories, then reduces each district's support units by a uniform statewide percentage.

Public charter schools are exempted from these average daily attendance decrease provisions.

The amendment maintains existing provisions regarding separate schools, hardship schools, remote schools, and district boundary changes in the Educational Support Program.
