Appropriates $99,734,500 to the Department of Health and Welfare for Child Welfare ($63,531,700), Services for the Developmentally Disabled ($30,316,400), and Service Integration ($5,886,400) for fiscal year 2016.

Authorizes maximum full-time equivalent positions of 389.50 for Child Welfare, 176.96 for Community Developmental Disability Services, 131.75 for Southwest Idaho Treatment Center, and 36.00 for Service Integration.

Prohibits transfer of trustee and benefit payments funds to other expense classes during fiscal year 2016 and requires General Fund transfers to the Cooperative Welfare Fund as requested by the department director and approved by the Board of Examiners.

Establishes legislative intent that the Department of Health and Welfare is responsible for educational needs of school-age children in its custody and shall pay residential treatment facilities $71.05 per student per educational day for nonpublic accredited school education, with approximately $690,000 fiscal impact from existing appropriations.

Directs the department to maintain Head Start appropriations paid from federal Temporary Assistance for Needy Families funds at a minimum equal to fiscal year 2007 funding levels.
