Authorizes issuance of liquor licenses to owners, operators, or lessees of conference and event centers located within resort cities that have enacted local option nonproperty taxes including a tax on liquor sales.

Limits issuance to one (1) conference and event center license per resort city, with facilities requiring a minimum of 4,000 square feet of enclosed conference and event space plus a commercial kitchen with type 1 hood and cooking equipment.

Licenses issued under this provision may be renewed without regard to population or status of the city, and without regard for continuation of local option nonproperty taxes, provided the applicant remains otherwise qualified under section 23-910 Idaho Code.

Conference and event center licenses are non-transferable and fees are prescribed based on the resort city's population under sections 23-904 and 23-916 Idaho Code.

Makes technical corrections to existing liquor license provisions for convention centers, ski resorts, and other facilities.
