Repeals prior concealed weapons licensing statute and establishes new licensing procedures requiring sheriffs to issue 5-year licenses to applicants not disqualified under state or federal law within 90 days of application, with $20 issuance fee and $15 renewal fee.

Creates "enhanced" concealed weapons licenses requiring applicants to be over 21, Idaho residents for 6+ months, and complete an 8-hour certified handgun course within 12 months before application; enhanced licenses valid for 5 years with same fees as standard licenses.

Defines concealed weapons and deadly weapons; prohibits concealing weapons without license except in home, business, owned/leased property, or outside city limits; exempts certain officials, peace officers, armed forces members, and valid out-of-state permit holders from licensing requirement.

Disqualifies applicants under 21, with felony convictions, active criminal charges, unlawful drug use, mental health adjudications, dishonorable military discharge, alien illegal status, or subject to protection orders; allows denial for unverifiable background information on aliens.

Prohibits counties from imposing additional fees or requirements beyond state law; allows civil action against wrongful license refusal with attorney's fees; keeps license records confidential except law enforcement access to verify status.
