House Bill 306 Summary

• State Board of Education shall promulgate rules for the flexibility document associated with the federal Elementary and Secondary Education Act (ESEA) to provide flexibility for state and local education agencies.

• Requires testing for grades 3 through 8 and once in high school at minimum, with grade 11 pupils taking a college or career ready assessment.

• Allows local education agencies to conduct additional formative or pre- and post-testing as needed, and permits district-approved alternative proficiency routes including portfolio proficiency approved by an LEA team.

• Establishes that federal testing requirements may be used as graduation criteria and authorizes the state education agency to select a statewide test based on adherence to Idaho's content standards, cost, and duration or type.

• Requires maintenance of a statewide learning management system for reporting that supports local education agencies and measures individual growth, achievement, and system accountability while satisfying minimum federal consolidated state performance report requirements.

• State Department of Education shall begin reviewing Idaho's standards for learning in math and English language arts in 2015 to maintain college and career ready standards.
