Revises the definition of "Agency" in Idaho Code Section 67-5716 to clarify that certain excluded officers are subject to new provisions in Section 67-5716A.

Requires state officers (governor, lieutenant governor, secretary of state, state controller, state treasurer, attorney general, and superintendent of public instruction) to file an annual report to the legislature detailing all contracts exceeding $500,000 entered into during the previous year.

Annual reports must include the contract amount, full names and addresses of all parties, and contract duration, and must be submitted on the first day of the regular legislative session.

Limits all contracts entered into by state officers to expire by the end of that officer's current term of office.
