Appropriates $647,300 to the STEM Action Center for fiscal year 2016 (July 1, 2015 through June 30, 2016), consisting of $229,800 from personnel costs, $309,500 from operating expenditures, and $8,000 from capital outlay from the General Fund, plus $100,000 from the Miscellaneous Revenue Fund for operating expenditures.

Authorizes the STEM Action Center no more than two full-time equivalent positions during the fiscal year 2016 period, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified promptly of any increased positions.

Directs the STEM Action Center to coordinate with other agencies receiving STEM education funding and, where practicable, administer those funds to promote student engagement in science, technology, engineering, and math within Idaho schools.

Requires the STEM Action Center to encourage financial contributions from industry and other sources to accomplish its goals as outlined in Section 67-823, Idaho Code.
