Defines "underinsured motor vehicle" as a self-insured vehicle or one with liability insurance limits at least equal to those set forth in Idaho Code section 49-117

Establishes that underinsured motorist coverage is excess coverage for new policies or first renewals/replacements effective on or after January 1, 2016, and cannot be reduced by amounts paid by the tortfeasor's coverage or other coverage

Limits injured person's recovery under underinsured motorist coverage to the lesser of the tortfeasor's total legal liability or the applicable underinsured coverage limits

Preserves existing terms and conditions of motor vehicle liability insurance policies for uninsured and underinsured motorist coverage except as modified by this act

Takes effect January 1, 2016
