Authorizes the Legislative Council to appoint a committee to study Idaho's elementary, secondary, and postsecondary longitudinal data systems.

Committee must determine which data points are necessary for tracking student academic progress, which must be collected at aggregate level, and which should be personally identifiable.

Committee must examine the extent to which federal funding is contingent upon collecting and reporting student data to the federal government and the cost to the state of declining such funding.

Committee must provide recommendations on simplifying data collection while maintaining educational evaluation, protecting student privacy by limiting personally identifiable data collection, and analyzing the cost/benefit of declining federal funds.

Committee shall report findings, recommendations, and proposed legislation to the Second Regular Session of the Sixty-third Idaho Legislature; nonlegislative advisory members may be appointed but receive no reimbursement or voting privileges.
