Legislative Council is authorized to appoint an interim committee to study urban renewal agencies, revenue allocation areas, and the Economic Development Act under Chapters 20 and 29, Title 50, Idaho Code.

Committee shall make recommendations for necessary changes to urban renewal statutes and, if needed, to state statutes and the state constitution to modernize the process and provide local governments with economic development tools.

Legislative Council determines committee composition and may authorize appointment of nonlegislative members by committee cochairs to provide input and assistance from interested and affected parties.

Nonlegislative advisory committee members shall not receive reimbursement from legislative funds for per diem, mileage, or expenses and have no voting privileges on recommendations or proposed legislation.

Committee shall report findings, recommendations, and any proposed legislation to the Second Regular Session of the Sixty-third Idaho Legislature.
