Legislative Council is authorized to appoint a committee to study Idaho's purchasing laws, which have not been fully revised, modernized, or updated in the past 40 years.

Committee study shall include comprehensive review of best practices and examination of bid submission and acceptance procedures for goods, services, and construction.

Legislative Council determines the number of legislators and membership from each house; committee may also appoint nonlegislative members who receive no compensation and have no voting privileges.

Committee shall report findings, recommendations, and any proposed legislation to the Second Regular Session of the Sixty-third Idaho Legislature.

Study aims to promote open and transparent purchasing processes while respecting local business interests and potentially reducing state expenditures through procedural improvements.
