Urges Congress to propose the "Regulation Freedom Amendment" to the United States Constitution to limit federal regulatory authority.

Proposes that when one quarter of members of either the House or Senate submit written opposition to a proposed federal regulation, a majority vote in both chambers would be required to adopt that regulation.

Asserts that federal regulators lack sufficient accountability to elected representatives and threaten constitutional liberties protected by the First, Second, Fourth, and Fifth Amendments.

Notes that a constitutional amendment cannot be repealed or waived by future Congresses and Presidents, unlike ordinary legislation.

Directs the House Chief Clerk to transmit the memorial to the President of the Senate, Speaker of the House, and Idaho's congressional delegation.
