Consolidates workplace safety inspection authority for public buildings solely to the Division of Building Safety, removing shared authority with the Industrial Commission.

Authorizes the Division of Building Safety Administrator to conduct hearings on disputed safety recommendations and issue immediate work stoppage orders for conditions posing serious bodily harm or loss of life.

Expands Division authority to conduct safety inspections and training programs for logging operations in Idaho and allows voluntary safety inspections of political subdivision buildings upon written request with fees.

Repeals four Idaho Code sections (72-720, 72-721, 72-722, 72-723) that granted the Industrial Commission certain workplace safety powers and authority over unsafe conditions.

Allows the Industrial Administration Fund to be used for Division of Building Safety activities including logging safety inspections, state public building inspections, and public school facility inspections.
