Idaho Transportation Department shall directly reimburse telecommunications service providers 75% of the cost to relocate facilities required by state highway system projects as defined in Idaho Code section 40-120(5).

Urban renewal agencies shall directly reimburse telecommunications service providers 75% of the cost to relocate facilities required by urban renewal agency projects.

Public highway agencies must provide affected utilities at least 30 days' written notice before preliminary design meetings and allow utilities to participate in project development to minimize relocation costs and service disruptions.

Reimbursement applies to facility relocations already in progress on the bill's effective date, with "cost of relocation" defined as the total amount paid minus any salvage value from the old facility.

"Telecommunications service provider" is limited to facilities-based providers of local exchange services as defined in Idaho Code section 62-603(13).
