Changes the authorizer fee payment deadline from February 15 to March 15 of each fiscal year for public charter schools paying fees to their authorized chartering entity.

Modifies the authorizer fee formula language to clarify that fees include each school's proportional share of moneys appropriated from the "public charter school authorizers fund" to the public charter school commission, plus 15%.

Maintains the cap on authorizer fees at the greater of either: (a) all state funds distributed on a support unit basis for the prior fiscal year divided by statewide public school students in average daily attendance, or (b) the lesser of four times that calculation or 1.5% of that calculation multiplied by the charter school's current fiscal year average daily attendance.

Preserves the existing provision allowing each public charter school's board of directors to direct up to 10% of the calculated fee to pay membership fees to organizations providing technical assistance, training and advocacy for Idaho public charter schools.
