Amends the definition of "senior resident" in Idaho Code Section 36-202(t) to require only that a person be over 65 years of age and meet the general "resident" definition, removing the previous requirement of continuous residence for at least five (5) years.

Modifies Section 36-404 Class 4 (Senior Resident Combination License) to align eligibility with the revised definition, allowing persons over 65 who meet current resident requirements to obtain the license rather than requiring five continuous years of prior Idaho residency.

Changes the senior resident residency requirement from a separate five-year continuous domicile standard to compliance with the general resident definition under Section 36-202(s), which includes various exceptions for military personnel, religious absence, educational purposes, and other categories.
