Adds "Retainable offense" definition to Section 67-3001 as a felony or serious misdemeanor, and renumbers subsequent definitions accordingly.

Adds "Rap back service" definition enabling authorized agencies to submit applicant fingerprints for enrollment to receive notifications of subsequent criminal activity matching the fingerprint record.

Requires the bureau to retain fingerprints in the state central fingerprint database for rap back service notifications and criminal justice purposes following initial background checks.

Allows individuals fingerprinted for noncriminal justice purposes to have fingerprints expunged when no longer in a qualifying position or when their agency withdraws from rap back service participation.

Mandates the bureau provide notice to noncriminal justice fingerprinted individuals of their expungement rights at initial fingerprinting and when rap back service no longer applies, with no fee charged for expungement.
