Repeals Idaho Code Section 18-216 relating to criminal trial of juveniles barred and jurisdictional hearings and transfers to district court.

Establishes a new "blended sentence" provision allowing courts to suspend execution of judgment for juveniles held for adult criminal proceedings and commit them to dual custody of the State Board of Correction and Department of Juvenile Corrections.

During blended sentence dual custody, the Department of Juvenile Corrections assumes physical and financial responsibility while the State Board of Correction participates in treatment team staffings and provides supervision in community residential settings.

Allows courts to impose another period of retained jurisdiction, relinquish jurisdiction with the state board, or place the convicted juvenile on adult felony probation upon release from the Department of Juvenile Corrections.

Clarifies that juveniles with blended sentences under dual custody are under the retained jurisdiction of the court and not subject to custody review board oversight.
