Amends Idaho Code Section 39-3502 to add definition of "Medical foster home" as a private home approved by the Department of Veterans Affairs providing long-term primary health care to veteran residents with serious chronic disease and disability, as described in 38 CFR part 17.

Makes technical corrections to definitions in Section 39-3502, including renumbering of "Negotiated service agreement," "Personal assistance," "Political subdivision," "Representative of the department," "Resident," "Room and board," "Substantial compliance," "Substitute caregiver," "Supervision," and "Supportive services."

Exempts medical foster homes from certification requirements under Idaho Code Section 39-3512 if the home provides care only to veterans who are not Medicaid recipients and who are approved by the Department of Veterans Affairs.

Requires homes that provide care to both nonveterans and veterans to comply with all certification requirements and remain ineligible for the exemption.
