Reorganizes Section 67-5716 of Idaho Code to alphabetize all definitions related to state purchasing rather than the previous numerical ordering.

Maintains all existing definitions including Acquisition, Agency, Bid, Bidder, Component, Contractor, Equipment, Goods, Lowest responsible bidder, Open contract, Parts, Postconsumer waste, Procurement, Property, Recyclable, Recycled-content product, Secondary waste, Services, Supplies, and Vendor.

Excludes the same entities from the definition of "Agency" including the legislative and judicial branches, governor, lieutenant governor, secretary of state, state controller, state treasurer, attorney general, superintendent of public instruction, and specified universities.

Makes no substantive changes to the definitions themselves, only reorganizing them alphabetically for easier reference and navigation.
