Restricts historical horse race wagering to licensed facilities where live race meets are conducted or facilities authorized to conduct simulcast/televised races on or before December 31, 2014.

Establishes distribution of gross daily receipts from historical horse race wagering: minimum 89% to payoffs and reserves, 1.5% to Idaho state racing commission for various accounts, and remaining balance to licensee.

Creates Idaho horse council youth programs account within the pari-mutuel distribution fund, receiving 0.10% of gross daily receipts.

Requires licensees to enter into agreements with horsemen's groups establishing the percentage of historical horse race handle dedicated to live horse race purse structures.

Creates historical horse race purse moneys fund in state treasury to hold all historical race purse moneys accrued under horsemen's agreements, perpetually appropriated to the Idaho state racing commission for distribution.
